tmp scan files

I've noticed that if a customer goes over quota, couior still scans incoming messages for virus and spam. The bad thing about this is it slowes the whole process up becouse the spam scan runs as the user and can't modifiy the file becouse they are over quota, whice in turn slows the whole server down to a crawl. I'm wondering if they is a way to have the /tmp/scan.* files owned by courior instead of the user, or if you can have courior not scan files for people that are over quota and just queue them for return that would solve this problem also.
